State of Emergency (Discount Service Options)

In the event the Governor of California or the President of the United States declares a state of emergency in your area that results in the loss or disruption of landline telephone service or in the degradation of the quality of landline telephone service, Sebastian is directed to provide certain protections to their residential and small business (5 lines or less) customers. Please see below for a link to the emergency notice.

California Lifeline Program

California LifeLine Program provides discounted basic residential telephone service to low-income Californians. The discount program is provided by local telephone companies, including Sebastian, and sponsored by the California Public Utilities Commission (CPUC).

New applications for the California LifeLine Program must be approved before the California LifeLine discounts are received. If you enroll in the program, you will be required to pay the regular non-discounted rates for basic phone service until your application is approved. Interest-free payment plans are available to help pay for any applicable connection charges, service conversions, and/or deposits. Once approved, you will receive a bill credit with the California LifeLine discount retroactive to the date your service began or the date you requested enrollment, whichever is later. If your bill has a credit balance of $10.00 or more, you may request a refund check.

As of 2021, some major internet service providers are increasing data caps throughout the U.S. Sebastian remains one of few providers that has no data caps on all internet plans, even throughout the increased usage rates during the COVID-19 pandemic. FCC Emergency Broadband Benefit (EBB) Program

The FCC has created a program for qualifying individuals to receive a a credit of up to $50 per month toward internet service for as long as funding lasts. Standardized rates will be in effect once funding runs out. Customers will receive a 30 day notice prior to the end of the program at which time they have the right to discontinue or continue internet service. 

If you meet any of the following criteria, you may be eligible for this program: currently eligible for LifeLine service, receive Medicaid or SNAP benefits, or experienced substantial loss of income (loss of job within the last year). 

This discount of $50 per month covers the cost of internet service for some of our internet speed tiers. Please see the table below for our internet speeds and the associated costs for each speed tier.

What is the new dialing procedure?

Starting October 24, 2021 everyone in the 530 area code will need to change their process for local dialing. To complete your local call, you will need to dial 1 + (area code) + (telephone number). This will apply to all local calls dialed with 7 digits. To reach your local Sebastian office, you would need to dial 1-530-367-2222. On and after this date, local calls dialed with 7 digits will not be completed.

Beginning July 16, 2022 dialing 988 will route you to the National Suicide Prevention and Mental Health Crisis lifeline.

What will remain the same?

  • Your telephone number, including current area code, will not change.
  • The price of a call, coverage area, or other rates and services will not change due to the dialing change.
  • What is considered a local call now will remain a local call regardless of the number of digits dialed.
  • You will continue to dial 1+ area code + telephone number for all long distance calls.
  • You can still dial just three digits to reach 711 (relay services) and 911 (emergency services).
  • Any 211, 311, 411, 511, 611, or 811 services available in your community can still be reached by dialing their three-digit codes.
  • The National Suicide Prevention Lifeline can still be reached by dialing 1-800-273-TALK (8255).
