Government Building Security and Public Works Services

Sebastian delivers government building security systems, public works electrical and underground infrastructure, park and sports lighting, and low voltage systems for cities, counties, special districts, and public agencies across Fresno, the Central Valley, and California. We’ve served California communities since 1946, and our team is set up for the licensing, registration, and documentation that public projects require.

Government Building Security Systems

Public buildings have to stay open to the people they serve while keeping staff areas, records, and equipment secure. Sebastian designs and installs government building security systems that balance both:

  • Access control that separates public lobbies and counters from staff-only areas, records rooms, and IT spaces, with credentials that can be revoked the moment someone leaves
  • Video surveillance for entrances, parking areas, and public counters, with recorded footage available for review
  • Intrusion detection for after-hours protection of buildings, yards, and equipment
  • Panic alarms and mass notification so staff can call for help or reach everyone in a building quickly
  • Audit trails showing who entered which doors and when, for agencies that need to document access

See our access control and security services for system details.

Public Works Electrical and Underground Infrastructure

Sebastian’s public works team has completed underground, electrical, and traffic signalization work for public agencies for nearly two decades. That work includes trenching and conduit for power and communications, electrical systems for public facilities, and site and street-level infrastructure.

For the Fresno County Jail West Annex, a 300-bed detention facility, Sebastian contributed all of the underground and electrical work. See our commercial electrical and underground contracting services.

Park, Sports Field, and Site Lighting

Parks and public spaces need lighting that lets people use them safely after dark. Sebastian designs and installs sports field lighting, pathway and site lighting, and the electrical systems that power them:

  • Oasis Park, Elk Grove: Full electrical design for a 20-acre park with tennis courts, multi-sport complexes, dog parks, and fitness areas, plus sports lighting at every sports facility and lighting along every footpath.
  • Hall Memorial Park, Dixon: Sports lighting for new soccer and baseball fields, plus new site lighting for people walking or driving through the park at night.

Low Voltage, Network, and Technology Systems for Public Facilities

Public facilities run on the same infrastructure as any modern building: structured cabling and fiber, wireless networks, phone systems, and AV for council chambers, training rooms, and community spaces. For the Clovis Veterans Memorial District, Sebastian installed projectors and screens, A/V controls, IT infrastructure, alarms, and access control across a 20,000 square foot public event facility. See our low voltage installation, commercial AV, and IT services.

Built for Public Works Procurement

Public projects are awarded differently than private ones. Agencies need contractors who are qualified before the bid, not after the award. Sebastian is set up for that process:

  • Licensed by the California Contractors State License Board (License No. 940822)
  • Registered with the California Department of Industrial Relations for public works
  • Experienced with public submittals, documentation, and inspections on agency projects
  • One contractor across trades, so electrical, low voltage, security, and underground scopes can be qualified and scheduled together

Government Services FAQ

A government building security system should separate public areas from staff-only spaces with access control, cover entrances and public counters with video surveillance, protect the building after hours with intrusion detection, and give staff a way to call for help through panic alarms or mass notification. Agencies that need to document access should also have audit trails showing who entered which doors and when.

California public works projects require contractors to be registered with the Department of Industrial Relations, and Sebastian holds that registration along with its CSLB contractor license (No. 940822). Agencies can verify both through the DIR and CSLB online lookups.

Public agencies Sebastian works with include counties, cities, park and recreation departments, and special districts, on projects ranging from detention facility electrical and underground work to park lighting and public event facility technology.

Park and sports field lighting design and installation are part of Sebastian’s public works experience, including full electrical design and sports lighting at Oasis Park in Elk Grove and sports field lighting at Hall Memorial Park in Dixon.

Multiple trades on one public project, such as electrical, low voltage, security, and underground, can be handled by Sebastian under a single contract, which simplifies qualification, scheduling, and documentation for the agency.

Public sector projects from Sebastian cover Fresno, Clovis, Madera, and the wider Central Valley, the Sacramento region, and agency projects elsewhere in California.
